The Estimates have been passed

without amendment although the unofficial

members took exception to one item of

Public Works Expenditure and it has been agreed

to refer this to the Council again before any

expenditure is actually incurred.

A good deal of debate was occupied

with the Wat er Supply question.

From previous

debates it had not appeared that the unofficial

members realised that the completion of the first section of the ShingMun scheme would not

solve even the immediate problem, but from

this debate it is clear that they understand

that and intend that some further supply must

be provided. The alternatives are the second

and section of the Shing Mun scheme the Aberdeen

scheme, and the unofficials prefer the former.

Since the estimates were first

considered there has appeared the prospect of

a windfall for H.K. in the shape of refund of

military contribution overpaid, amounting to

over $1,100,000. If this is received the liquid surplus at the end of 1929 should be

not less than 3 millions.
